But the date on the second letter was April 1st and the date on the decision letter was March 8th. It's as if the PTSD and I.U are still pending.

You may want to call your VSO (if you have one) or the 800 number to see what is going on. I received a letter similiar to yours "after" I received a rating. It could have been a mistake by the person...

I would definitely call your VSO... They could possibly be looking into extra-schedular on the IU. If they aren't, and you are going to file a NOD, look into the info on Extra-schedular consideration...
